Leadership training in difficult times, for difficult times
Javier Cabrera, Executive Director of EPLABOL, writes, “The situation here in Bolivia is very delicate, but we are trusting that the Lord will bring about peace and that we’ll be able to find the path to a solution.” Señor Cabrera continues, “The Minister of Education has resigned and we will have to wait for things to normalize before we can continue our education program with this ministry of the Government.” Furthermore, he says, the Pointman Leadership Institute programs have also been canceled, due to unstable conditions.
The same military and police officers that have been through the Pointman seminars over the last several years are the ones that may be in the difficult and dangerous situations to quell violent demonstrations. Señor Cabrera has also commented that leadership seminars with the military will probably resume in the near future.
Most of the ministry news is encouraging. Dr. Skip Garmo of Mission To Children visited EPLABOL in Santa Cruz this Spring to help to set up Character Solutions Bolivia. Under this newly formed organization, EPLABOL will continue to teach character-based training to the public school children of Bolivia.
After Dr. Garmo’s visit, EPLABOL’s National School of Leadership initiated the following programs:
1. Transcendent Leadership: The first of two parts, held on June 8-10, was to be led by Hoggier Hurtado, president of the EPLABOL board of directors. The second part will be taught by Gustavo Oropeza on June 29–July 1.

2. La Guardia: On July 14, we will begin the La Guardia Project with material from Character Solutions Bolivia (CSB). With both the National School of Leadership and VEA video ministry, this pilot program will present Character Solutions material to all elementary students in this small city near Santa Cruz, population 12,000. The first step will be to train local instructors on how to teach the material. The second step will include the principals and directors of the schools in this city.
Señor Cabrera also reports that two more seminars by the School of Leadership were held in Santa Cruz.
First, “The Leader and Sales Methods” was held on Wednesday 8 and Friday June 10, 2005. Thirty-two were in attendance.
Second, twenty church youth leaders attended “The Youth Leader and Personal Development” held June 11 and 18, 2005.
“Dr. Skip Garmo’s visit to Bolivia has been a great blessing for us,” Señor Cabrera concludes, “and we give thanks to God for his ministry. We are hard at work implementing all that we have learned.”
EPLABOL’s National School of Leadership is growing. The school is up to 200 hours of classes per month, with an average of thirty-five students per class. The room at EPLABOL’s office used for teaching fits normally thirty students. Therefore, EPLABOL is seeking a separate building in Santa Cruz for the school. This permanent location for the National School of Leadership will also help it receive accreditation from the Bolivian government for postgraduate studies.•
